one ten-foot sidewalk area. The adjacent property will have to provide
another parking lane and an additional ten-foot sidewalk area. This
will be required because the D.K. Development Company property will have
90 to 95 dwellings using this roadway, and it will also have to be avail-
able for emergency vehicles. Also, there may be a significant time lag
between the development of the two properties (see the section regarding
the Williamson Act).

The terminus of this or any other roadway will have a cul-de-sac or turn-
around area with a minimum curb radius of 40 feet.

Offsite improvements will also be required because of the development
of the property. The major improvement will be the installation of a
traffic signal at the intersection of Woodside Road and Kentfield Avenue.
The most equitable way to provide the signal is to have each property
developer pay a proportional share of the price. A rough estimate for
the cost of the signal is $200,000, and D.K. Development Company has
22.7 percent of the land in the Horgan Tract. This would mean $45,390
as their share of the traffic signal. The major shortfall with assessing
properties this way is that the City does not have $154,610 which is
needed for the rest of the signal, and there may not be any further
development ~~thin the Horgan Ranch for many years. The signal will
have to be provided, or there will be a significant traffic bottleneck
at this new intersection and at the existing Atherwood Avenue intersection.

An alternative would be to limit the number of dwellings within the D.K.
Development Company property to where the impact would be minimal and
no traffic signals would be required.

Other offsite improvements include the closing of the median at Atherwood
Avenue and possible lane ~rking and channelization on Woodside Road.

Recommendations:

1. Horgan Avenue and Kentfield Avenue will have a 60-foot right-of-
way for the majority of its length into the ranch area.

2. The remainder of Horgan Avenue, Kentfield Avenue, and the loop
connector will be a standard 54-foot right-of-way street.

3. Parkwood Way from its existing terminus to Kentfield'Avenue
will be a standard 54-foot wide public street.

4. All other public streets within the Horgan Ranch wil1 be standard
54-foot wide streets.

5. Private streets will have a ~n~mum of 25 feet of width curb-to-
curb, and there will be at least 2.25 parking spaces per unit
~hen there are private streets.

6. The first property to develop off Kentfield Avenue would construct
two-thirds of a street consisting of two twelve-foot travel lanes,
an eight-foot parking lane, and one ten-foot sidewalk area.

- 3 -

E c.( 1_" 7
_xH.61.
