November 24, 1987

Ms. Susan W. Case
Senior Assistant City Attorney
Office of the City Attorney
202 Marshall Street
Redwood City, California 94063

Dear Ms. Case:

We have applied to the City Council of Redwood City and have

requested that our Williamson Act contract be cancelled pursuant

to the provisions of Government Code Section 51282.

As regards Section 51282(b) of the Government Code, which

allows for cancellation if such cancellation is found to be in the

"public interest", this letter is written to identify and list

certain conditions which make the agricultural use of our property

no longer feasible. These conditions are:

1. Urbanization on all sides of our property has made
growing difficult because of the dust, noise, and irrigation
overflows. The adjacent residences have complained about this.
Urbanization has also increased theft, vandalism, and trespassing
on our property.

2. Our energy costs for heating and lighting our greenhouses
has increased substantially over the past ten years. In 1976 our
P. G. & E. bills would average approximately $ 4,000.00 per
month. This past year our monthly energy bills, on average,
exceeded $ 8,600.00

3. Fertilizers, sprays, labor and plant costs have increased
overlOO% in ten years, while competition from import flowers has
increased dramatically. Consequently, profits are marginal, at
best.

We feel these conditions no longer make it feasible to

continue growing flowers at out present location and therefore we

request cancellation of our Williamson Act contract.

EXHIBITL-I
