Specific.lly, C.liforni. Government Code Article <br />10.6, SLction 65583 states that the housing element shall include: <br />.....n identification .nd .n.lysis of existing <br />.nd projected housing needs and. st.tement of <br />go.ls, policies, quantified objectives, and <br />scheduled programs for the development of housing. ..- <br /> <br />In the population growth section, the City estimated that a total of <br />76,700 people will need housing within the Redwood City sphere of <br />influence by 1990. MarlY o[ these households will halle decent, sa[e and <br />sanitary housing. However, in 1980 an estimated 3,594 housing units were <br />needed to meet th~ anticipated need to 199G. The City perffiitted <br />construction of 89B units between 1980-85, leaving 2,696 to be built <br />by 1990.
