<br />"" <br /> <br />. <br /> <br />full range of journey level tasks and fulfilling any special require- <br />ments for the "11" level, the employee could reasonably expect to <br />progress to the " II II 1 eve 1 based upon the judgment of the department <br />head. <br /> <br />It is emphasized that flexible staffing does not preclude the City <br />from identifying certain positions in the class that contain primar- <br />ily routine and repetitive tasks and assigning those positions to <br />the "I" level permanently. In these cases, the employee at the "I" <br />level could not reasonably expect to advance to the "II" level while <br />in the assigned position. <br /> <br />Advancement to the advanced journey level would be achieved through <br />compet it ive selection rather than the more routine promotion from <br />the "I" to the "II" level under the flexible staffing concept. How- <br />ever, should the City choose not to flexibly staff a given class <br />series, appointment to the "11" level would also be done through tl'te <br />traditional competitive selection method. Flexible staffing may <br />occur within the technical and professional classes. <br /> <br />CLASS SPECIFICATION FORMAT <br /> <br />The class specifications to be contained in the final Classification <br />Manual will be descriptive and explanatory in defining classes.
