MAY 2 19B8 RES 0 L UTI 0 N N o. 1 0 780 RESOLUTION ADOPTING CITIZEN PARTICIPATION PLAN (COMMUNITY DEVELOPMENT BLOCK GRANT) BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. In accordance with the requirements of Section 104 (a) of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended, this Council does hereby adopt a Citizen Participation Plan. 2. The Citizen Participation Plan hereby adopted is attached hereto as Exhibit "A", and incorporated herein by reference

Box 391 <br />Redwood City, CA 94064 <br />369-6251, Extension 228 <br /> <br />Prior to the Committee considering any projects for funding, <br />a request will be made to the City Manager to list any priority <br />projects that the Committee should consider. No decisions shall <br />be made by the City Council before the Housing and Human Concerns <br />Committee makes their official recommendation of projects to be <br />funded; provided, however, the Council shall not be bound by the <br />recommendations of the Housing and Human Concerns Committee in <br />making its determination. <br /> <br />(C) Requests for proposal forms will be provided to neighborhood <br />based organizations and non profit organizations who have a <br />history of serving low and moderate income residents and whose <br />programs are consistent with eligible activities as defined by <br />Community Development Block Grant regulations. Such agencies <br />will be invited to attend public hearings and will be provided <br />technical assistance sufficient to develop competitive proposals. <br />Notices advertising hearing dates and locations will also solicit <br />a request for proposals. The Housing and Human Concerns <br />Committee may appoint a subcommittee to hold one or two workshops <br />to assist any citizen or agency to accurately complete a project <br />proposal request for funding. <br /> <br />(D) No less than three (3) public hearings to obtain citizen views, <br />to respond to proposals and questions, and development of needs <br />shall be held prior to the City's submittal of a Community <br />Development Block Grant application to the Department of Housing <br />and Urban Development. No less than two of these hearings will <br />be held by the Housing and Human Concerns Committee; one will be <br />held by the Planning Commission to review capital improvements <br />projects only and one or more will be held by the City Council. <br />A joint meeting may be held by the Housing and Human Concerns <br />Committee and the Planning Commission. One meeting will be held <br />in a neighborhood facility in the census tract with the very <br />highest population of low and moderate income and non English <br />speaking residents. Fair Oaks Community Center, 2600 Middlefield <br />Road, Census Tract: 6102. <br /> <br />A second hearing will be at one of these 3 sites: <br /> <br />Community Activities Building <br />1400 Roosevelt Avenue, Census Tract #6110 <br /> <br />Veterans Memorial Building <br />1455 Madison Avenue, Census Tract #6110 <br />
