The permit so issued shall specify the exact time, <br /> <br />place and manner in which the events therein permitted may be <br /> <br />conducted. The permit shall be in a form substantially similar <br /> <br />to that set forth in Exhibit "A", attached hereto and <br /> <br /> <br />incorporated herein by reference. <br /> <br />3. This Council does hereby find that the temporary <br /> <br />closing of those rights-of-way described in Exhibit "A", for the <br /> <br /> <br />purpose of facilitating the events hereby permitted is necessary <br /> <br />for the safety and protection of persons who are to use said <br /> <br /> <br />rights-of-way during said events. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />2 <br />
