<br />EXHIBIT A <br /> <br />Management Goals and Guidelines <br /> <br />The following standards shall apply: <br /> <br />1. Heron Court shall adhere to the code of conduct <br />provisions required by OMB Circular A-I02. <br />Attachment (0) paragraph (7) attached. <br /> <br />2. The City shall have the same access to the records <br />of Heron Court as those accorded to the U. S. <br />Department of Housing and Urban Development. <br /> <br />3. The City shall receive copies of all agendas <br />and meeting notices, and the minutes of all <br />meetings. Material distributed with agendas <br />will also be provided. <br /> <br />4. The City shall receive copies of all financial <br />reports as they are produced. including but <br />not limited to budgets and budget revisions, <br />and monthly income and expense reports. <br />
