DES:d 03/16/89 (036/24) ---------- RES 0 L UTI 0 N N O. 11001 MAR 2,0 1989 ORIGiNAL RESOLUTION APPROVING AND AUTHORIZING JOINT EXERCISE OF POWERS AGREEMENT ESTABLISHING INTERCITY TRANSPORTATION SYSTEMS MANAGEMENT AUTHORITY WHEREAS, the City of Redwood City, together with other municipalities located on the San Francisco Peninsula are experiencing severe traffic congestion, both on local streets and arterial highways, which creates extreme hazards to persons and property, unnecessary economic burdens affecting individuals and businesses, air pollution, noise nuisance, and generally reduces the quality of life in said Cities; and WHEREAS, resolution of traffic congestion and the public health and safety concerns resulting therefrom requires a cooperative effort among adjoining municipalities in this highly urbanized area; and WHEREAS, an area-wide Traffic Systems Management ("TSM") program consisting of regulations requiring carpooling, use of alternative forms of transportation, reduction of traffic peak- hour street and highway use, and similar measures will materially aid in reducing traffic congestion and the negative effects thereof; and WHEREAS, adjoining cities located on the San Francisco Peninsula, including the City of Redwood City, jointly exercising their respective power to enact TSM programs would be the most effective means of reducing traffic congestion; and WHEREAS, there has been presented to, and reviewed by, this Council a joint exercise of powers agreement establishing the Intercity Transportation Systems Management Authority pursuant to 11 OO~.
