<br />. <br />.. <br />. <br /> <br />.. <br /> <br />EXHIBIT A <br /> <br />; '- <br /> <br />JOINT POWERS AGREEMENT ESTABLISHING <br />THE INTERCITY TRANSPORTATION SYSTEMS <br />MANAGEMENT tTSM)AUTHORITY <br /> <br />THIS AGREEMENT, by and between those cities who are. <br />signatories to this agreement (hereinafter referred to as the <br /> <br />.cities. or .city. as the context requires), is made in light of <br /> <br />the following recitals: <br /> <br />-------- <br /> <br />R E C I TAL S: <br /> <br />A. The Cities have authority to perform transportation <br />systems management efforts in their respective communities and <br /> <br />desire to establish an Intercity TSM authority within their <br />boundaties whereby the parties will work together to reduce the <br />number of vehicles traveling on streets and highways; and <br />B. The Cities are authorized to contract with-each other for <br /> <br />the joint exercise of any common power pursuant to Government Code <br /> <br />Sections 6500 through 6518. <br /> <br />NOW, THEREFORE, the Cities, in considerat~on of the mutual <br />promises and agreements contained herein, AGREE AS FOLLOWS: <br /> <br />1. Purpose. The Cities are entering into this agreement for <br /> <br />the sole purpose of operating an Intercity TSM Authority, whereby <br /> <br />the Cities will work together to mitigate traffic congestion by <br /> <br />actions designed to reduce the number of single occupant vehicles, <br /> <br />to increase the participation rate in alternatives to single <br /> <br />occupant vehicle commuting during peak traffic periods by 25% in <br /> <br />four (4) years, and to increase the number of occupants per <br /> <br />vehicle. <br /> <br />2943G <br /> <br />-1- <br />
