CWM:djm 11/06/89 (098/#25)
CWM:djm ./29/89R

conservation ordinance will be the responsibility of

the City Council.

e. Solid Waste Disposal.

l. Significant Effects: There are no solid waste

generating uses proposed at this time. Although the

infrastructure improvements anticipated by the Second

Amendment will not generate solid waste, a buildout

of the General Plan will undoubtedly do so.

2. Findings. The City recently has implemented a
voluntary curbside recycling program with BFI serving

single family residences. At such time as the City

Council shall determine that this voluntary program

is not effective,

the Council should consider

changing

the

program

to

one

of

mandatory

participation.

Such mitigation measures

should

reduce the solid waste impact to a less than

significant level. With respect to the construction

of a regional waste disposal site such construction

requires a regional solution that is beyond the

jurisdiction of Redwood City.

3. Mitigation Monitoring Responsibility.

Responsibility for Mitigation Monitoring shall be

with the City Planning Commission and the City

Council.

4. Rationale and Facts Supporting Findings. Any

use of land in the Amendment Area will increase solid

waste over its present level.
