<br />CWM:djrn 11/06/89 (098/#25) <br />CWM:djm /29/89R <br /> <br />WHEREAS, Section l509l of the California Administrative Code <br /> <br />Title 14, Division 6 ("CEQA Regulation, Section 15091") requires <br /> <br />that written findings be made, accompanied by a brief explanation <br /> <br />of the rationale for each finding before a public agency shall <br /> <br />approve or carry out a project for which an EIR has been <br /> <br />completed which identifies one or more significant environmental <br /> <br />effects of the project; and <br /> <br />WHEREAS, CEQA provides that the degree of specificity of an <br /> <br />EIR should correspond to the degree of specificity of the <br /> <br />project; and <br /> <br />WHEREAS, the discussion of impacts and mitigation measures <br /> <br />in the EIR is appropriate to the level of specificity required by <br /> <br />the CEQA Guidelines; and <br /> <br />WHEREAS, Section 2108l.6 of the Public Resources Code <br /> <br />requires the Agency to adopt a reporting and monitoring program <br /> <br />to ensure minimal impact resulting from the redevelopment <br /> <br />process; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL AND THE <br /> <br />REDEVELOPMENT AGENCY OF THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />A. CEQA FINDINGS AND ESTABLISHING A REPORTING AND MONITORING <br /> <br />PROGRAM. <br /> <br />The City Council and the Agency, in their respective <br /> <br />capacities of responsible agency and lead agency under CEQA, make <br /> <br />the following findings in compliance with Section 21081 of the <br /> <br />Public Resources Code, and the Agency adopts a reporting and <br /> <br />monitoring program relative <br /> <br />to mi tigation of <br /> <br />significant <br /> <br />environmental effects as identified in the Final EIR pursuant to <br /> <br />3 <br /> <br />11190 <br />
