01 /23/2012 <br /> Community Permits and the purposes and objectives of any Precise <br /> Plan adopted for the subject area. <br /> 2. The proposed sign to be approved through these modifications will <br /> provide an environment of physical and functional desirability, in <br /> harmony with the character of the surrounding neighborhood or district; <br /> 3. The design and construction quality of the approved signs and in all <br /> aspects of the development as a whole exceed the quality standards <br /> typically required for new developments located in similar areas of the <br /> City; <br /> 4. The establishment, maintenance or operation of the approved signs <br /> will not, under the circumstances for the particular case, be detrimental <br /> to the health, safety, peace, morals or general welfare of persons <br /> residing or working in the neighborhood or be detrimental or injurious <br /> to property and improvements in the neighborhood, or to the general <br /> welfare of the City; <br /> 5. Such modifications and each of them are necessary to allow for <br /> equivalent site and business identification as provided for on other <br /> similar properties with signage conforming to the standards of the <br /> applicable Precise Plan and/or the sign regulations of this Chapter. <br /> B. No Modification may be granted to the sign regulations adopted in the <br /> Downtown Precise Plan unless the findings necessary to grant a sign <br /> variance are made. <br /> Sec. 3.96 Review and Approval Process <br /> Sign modifications shall be processed and acted upon by the same authority, <br /> in the same manner and together with applications for Planned Development <br /> Permits, Planned Community Permits or Amendments to such Permits as is <br /> applicable for the proposed project. <br /> SECTION 3 This ordinance is not a project subject to the California <br /> Environmental Quality Act. <br /> SECTION 4. The City Clerk shall publish this Ordinance in accordance <br /> with applicable law. <br /> SECTION 5.
