ORDINANCE NO. 2383 ORDINANCE OF THE CITY COUNCIL OF REDWOOD CITY AMENDING SECTION 38.5 OF THE MUNICIPAL CODE OF THE CITY OF REDWOOD CITY RELATING TO WATER SERVICE CHARGES AND FEES THE COUNCIL OF THE CITY OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. Section 38.5 of the Redwood City Municipal Code is hereby amended in its entirety to read as follows: Sec. 38.5. WATER SERVICE CHARGE: In addition to all other charges and fees applicable to users of water from the water system owned or operated by the City of Redwood City, as established by the Water Rules and Regulations of the Department of Public Works Services, as amended

05/21 /2012 <br /> (g) Bi-Monthly Billing. Water meters or classes of water meters may be <br /> read bi-monthly, and the corresponding billing period shall be for a two- <br /> month period. In such event, the cubic foot delivery amounts specified in <br /> the foregoing rate table shall be doubled for the purpose of computing the <br /> applicable water quantity charges. <br /> (h) After-hour Turn-on Fee. The fee for direct costs associated with <br /> turning on water meters or classes of water meters during non-business <br /> hours of the Public Works Services Department shall be $320.00. When <br /> after-hour turn-on is requested by a user, this fee shall be charged and <br /> collected on the user's next ensuing Utility Bill. <br /> SECTION 2. This ordinance is statutorily exempt from CEQA review pursuant to <br /> Public Resources Code Section 21080(b)(8). The City Council finds that the water <br /> service charges and fees are for the purpose of ineeting operating expenses, including <br /> employee wage rates and fringe benefits, purchasing or leasing supplies, equipment, or <br /> materials, meeting financial reserve needs and requirements, and obtaining funds for <br /> capital projects necessary to maintain service within existing service areas. The Staff <br /> Report dated May 7, 2012 expressly states in the "Background" section and in <br /> "Attachment 3" and "Attachment 4" that increases in wholesale water rates necessitate <br /> a rate increase and that revenues are used for the operation and maintenance of the <br /> water system, for an emergency reserve, and for replacement of the system. <br /> SECTION 3.
