09/24/2012 <br /> 3. Requisition necessary personnel or material of any City department or <br /> agency. <br /> 4. Execute all of the special powers conferred by this Chapter or by <br /> resolution or emergency plan adopted pursuant hereto by the Council, all <br /> powers conferred by any statute or by any agreement approved by the <br /> City Council and by any other lawful authority. <br /> D. The Director shall designate the order of succession to that office to take <br /> effect in the event the Director is unavailable to attend meetings and otherwise <br /> perform his or her duties during an emergency. Such order of succession shall be <br /> approved by the Council. <br /> E. The Emergency Operations Manager shall, under the supervision of the <br /> Director and with the assistance of emergency services chiefs, develop <br /> emergency plans and manage the emergency operations center and the <br /> emergency operations programs of the City and exercise such other powers and <br /> duties as may be assigned by the Director. <br /> Section 3. The City Clerk shall publish this Ordinance in accordance with <br /> applicable law. <br /> Section 4.
