The City Council adopts the following findings: <br /> A. The City of Redwood City completed a parking study in 2013 which made <br /> recommendations to improve the operation and management of the parking program so <br /> that it better meets the changing needs of downtown activities and businesses; and <br /> B. The City Council of the City of Redwood City supported the recommendations <br /> of the parking study at its meeting of October 21, 2013 and directed staff to return with <br /> implementing actions; and <br /> C. The City of Redwood City and its Council acknowledge the benefit of <br /> managing parking through market-based pricing; and <br /> D. The City of Redwood City and its Council reaffirm that the parking system <br /> should be managed to ensure that it covers its operating costs; and <br /> E. The parking permit program can be managed more efficiently and be more <br /> responsive to changing dynamics under the direction of the City Manager; and <br /> F. The methodology for setting parking rates can be clarified to better reflect <br /> current practice and expectations and comply with laws; and <br /> G.
