An appeal under this Division shall be made in writing on forms approved <br />by the City Manager and shall state the grounds for the appeal. <br />3. An appeal shall be submitted to the City Clerk within ten (10) City working <br />days of the decision that is being appealed, along with any accompanying <br />appeal fee. <br />4. Upon receiving a written appeal, the City Manager shall schedule the <br />appeal hearing. The appeal shall be heard within twenty (20) City working <br />days of the City Clerk’s receipt of the written appeal. The City Manager <br />shall provide notice of the appeal date and time at least ten (10) City <br />working days before the hearing. <br />5. After the hearing, the City Manager shall render a written decision. The <br />City Manager may reverse, affirm, or modify in any respect the <br />determination of the Assistant City Manager. The City Manager shall mail <br />the written decision to the appellant within twenty (20) City working days of <br />the date of the hearing. The City Manager’s decision is final and is not <br />subject to further administrative review. <br />B. An appeal from a decision to suspend or revoke a permit for a nursery shall <br />follow the procedures set forth in Article 41 of the Zoning Ordinance. <br />Sec. 32.165 General Operating Requirements <br />A. A cannabis business shall at all times comply with state cannabis la ws, the <br />Municipal Code, any applicable use permit, and applicable City Manager <br />regulations. All occupancies, construction and equipment used therein, shall <br />meet all applicable state and local laws, including all applicable building, <br />electrical fire, and water codes and regulations. <br />B. The premises shall be equipped with, and at all times be monitored by, a web - <br />based, closed-circuit television for security purposes. <br />C. The premises shall have separate fire and burglar alarm systems. <br />D. Exterior lighting on the premises and parking area lighting for the location shall <br />be balanced and shall not result in glare on adjoining properties, shall <br />complement the security systems required in Subsections B and C above to <br />ensure that all areas of the premises and parking are a are visible, and shall <br />provide increased lighting at all entrances to the premises. The lighting required <br />in this Subsection shall be turned on from dusk to dawn. <br />E. Cannabis and cannabis product shall be stored in buildings that are completely <br />enclosed, and in a locked vault or safe or other secured storage structure which <br />is bolted to the floor or structure of the premises. <br />F. Windows and roof hatches of the premises shall be secured from the inside with <br />effective means so as to prevent unauthorized entry, a nd shall be equipped with <br />latches or a similar mechanism that may be released quickly from the inside to
