E. The Council shall h~.._, the appeal within sixty (60) days ,_~he date of filing, a~/24/00 <br /> which hearing the Administrator shall submit to the Council: <br /> <br /> 1. The written appeal and any supporting information submitted by the appellant; <br /> <br /> 2. The Administrator's determination and the record upon which it is based, <br /> including, if applicable, any Independent Trip Generation Calculation Study; <br /> and <br /> <br /> 3. The Administrator's analysis of the information and materials submitted by the <br /> Applicant on the appeal. <br /> <br />Section 18.253 - Exemptions and Credits: <br /> <br />A. Any claim of exemption from the Impact Fee shall be made no later than the time of <br /> application for a building permit or other entitlement for a Development. Any claim <br /> not so made shall be deemed waived. The following shall be exempted from <br /> payment of the Impact Fee: <br /> <br /> 1. Alterations or expansion of an existing building where no additional Dwelling <br /> Units are created, where the use is not changed, and where no additional <br /> vehicular trips will be generated over and above those generated by the existing <br /> use, as determined in accordance with the criteria specified in Section 18.249; <br /> <br /> 2.
