MTC/City of Redwood City
Fair Oaks Community Shuttle
Lifeline Transportation Program Funding Agreement / Page 9 of 12

ATTACHMENT A - SCOPE OF WORK

Redwood City has a number of low-income residents in the Fair Oaks community. A recent
survey ofthe city's residents indicates that low-income residents need transportation to basic
services such as: transportation hubs, shopping, medical needs; as well as job training and county
services.R ECIPIENT plans to respond to this need by implementing a pilot shuttle service to
connect residents with necessary services.

Using the survey results as a basis, several meetings were held with interested stakeholders to
refine the area of operation. The service is intended to operate approximately 12 hours per
weekday between the hours of 6:30a and 6:30p and will be planned for transitc onnections. The
service will operate as a commuter shuttle from Redwood City Caltrain to employmentwo rksites
between 6:30 am and 9:15 a.m. and in the afternoon from 3:15 p.m. - 6:30 p.m. It is expected
that approximately 8 round trips of the commuter shuttle will be offered each day. During the
mid-day,t he shuttle will operate on an on-demand basis in the Fair Oaks community from
approximately 10:00 a.m. - 3:00 p.m. daily.

The program's goal is a ridership target of 100 riders per day,s uch as that currently being
transported on a similar service in East Palo Alto - considered a successful community shuttle.

RECIPIENT is partnering with the Peninsula Traffic Congestion Relief Alliance for daily service
management, with SamTrans for additional oversighta nd with numerous stake holders to assist
in the initial planning. This initial community outreach should provide additional "buy-in" from
the community and further inform the targeted users ofthe new service.C ellular phone dispatch
as used in the BayshorelBrisbane Community shuttle may be used for midday operations.

The Alliance Shuttle Program Manager, in consultation with the SamTrans/Caltrain Associate
ContractA dministrator will provide daily oversight ofthe service. RECIPIENT's staffwill
provide inputa s needed.
