ORDINANCE NO ORDINANCE AMENDING CHAPTER 2, ARTICLE VII. PURCHASING, SECTIONS 2.63, 2.65, 2.68.A., 2.72, 2.77 AND 2.80 OF THE REDWOOD CITY MUNICIPAL CODE THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. CHAPTER 2 ARTICLE VII. The standard form of prequalification questionnaire shall include, but not <br /> be limited to, questions pertaining to the following criteria: <br /> <br /> 1. The familiarity and experience of the prospective bidder with the <br /> particular type of public work or improvement project designated in <br /> the questionnaire; <br /> <br /> 2. The sufficiency of personnel, equipment, materials and other <br /> facilities or resources of the prospective bidder to accomplish the <br /> work of the designated project within the time specified, and in <br /> conformance to the specifications thereof; <br /> <br /> 3. The qualification and capacity of the prospective bidder to obtain, if <br /> required, performance and payment bonds in the amount of one <br /> hundred percent (100%) of the cost of the contract for the <br /> designated project from a bonding or security company licensed to <br /> do business in the State of California; <br /> <br /> 4. The financial condition of the prospective bidder; <br /> <br /> 5. The experience of the prospective bidder in performing public <br /> works contracts, generally, and public and private contracts for <br /> works or improvements similar to the designated project; <br /> <br /> 6. The safety record of the prospective bidder with respect to <br /> construction contracts; <br /> <br /> 7. The record of the prospective bidder within the five (5) year period <br /> next preceding the date of submittal of the questionnaire regarding <br /> disputes, claims filed, submittal of disputes to mediation, <br /> arbitration, or other dispute-resolving procedures, and litigation <br /> pertaining to prior public works or private construction projects; and <br /> <br /> 8. Such other information as the Manager shall determine relating to <br /> the ability, capacity and skill of the prospective bidder to perform <br /> the contract for the designated project. <br /> <br /> The Manager shall adopt and apply a uniform system of rating prospective <br /> bidders on the basis of the standard questionnaire submitted for a <br /> designated project. Based upon said system, those prospective bidders <br /> who or which qualify for bidding on the project shall be notified thereof in <br /> writing by the Manager and shall be invited to submit written, sealed bids <br /> in the manner provided in this Article for the submittal of bids following <br /> publication of public notice inviting bids; provided, that such publication <br /> shall not be required in the case of invitation to submit bids from <br /> prequalified bidders. <br /> <br />F:Atty/Ord/Ord.152 3 <br />102202 <br /> <br /> <br />
