<br />EXHIBIT C <br /> <br />DRAFT ORDINANCE NO. <br /> <br />ORDINANCE ADDING ARTICLE III TO THE REDWOOD CITY <br />MUNICIPAL CODE CHAPTER 33A RELATED TO REGULATIONS FOR <br />COURTHOUSE SQUARE <br /> <br />The City Council of Redwood City does ordain as follows: <br /> <br />SECTION I. PURPOSE <br />The Courthouse Square is a unique community asset created for the benefit of all <br />of the residents of San Mateo County. Redwood City manages and supports events <br />and activities at Courthouse Square which contribute to the economic enhancement, <br />cultural enrichment, and promotion of the City for the enjoyment, convenience, and <br />safety of the community. The purpose of this Chapter is to determine when a <br />Courthouse Square Event Permit is required, to suppart the management of the <br />Courthouse Square, and to ensure the public safety at the Courthouse Square. <br /> <br />This Chapter is supplemented with the Courthouse Square Event Administrative <br />Guidelines and Courthouse Square Schedule of Fees. The Administrative Guidelines <br />describes the policies and procedures for events at Courthouse Square. The Schedule <br />of Fees, adopted by Council, establishes a fee structure for Courthouse Square events. <br /> <br />SECTION II. GENERAL PROVISIONS <br />Definitions. For the purposes of this Article: <br /> <br />A. "Administrative Guidelines" means policies and procedures governing the use <br />of Courthouse Square. <br /> <br />B. "Admission Fees" means fees charged for entry or admission to an event. <br /> <br />C. "Amplified Sound" means music, speech or other auditory impression, <br />projected or transmitted by electronic equipment intended to increase the <br />range, volume, distance, or intensity thereof. <br /> <br />D. "Applicant" means any person, firm, association, corporation, organization, <br />club, or ad hoc committee seeking a Courthouse Square event permit from <br />the City to conduct or sponsor an event governed by this article. The <br />applicant shall be the individual at least 18 years old who is directly <br />responsible for organizing and/or conducting the event, including event clean <br />up. If alcohol will be served at the event, the person signing the application <br />must be at least 21 years old. <br /> <br />E. "Assembly" means a group of persons gathered together for a common <br />reason. <br /> <br />Page 1 of 12 <br />
