<br /> <br />November 26, 2007 <br /> <br />SUBJECT <br />Parking during the Hometown Holidays event <br /> <br />RECOMMENDATION <br />Approve, by motion, the suspension of parking meter rates in the Downtown area on <br />December 1, 2007. <br /> <br />BACKGROUND <br />On December 1 at, 2007 Downtown Redwood City will be the site of a large parade and <br />festival celebrating the winter holiday season. Due to the parade route and festival <br />events, much of Downtown's parking supply will be unavailable. In addition, a large <br />share of what remains will be in the three off-street parking areas which require no <br />parking enforcement due to their gated, pay..on-exit configuration. Therefore, staff feels <br />that it would be inefficient and impractical to schedule parking enforcement for on-street <br />parking and un-gated off-street parking areas on December 1 at. <br /> <br />Section 20.133 of the Municipal Code provides for the temporary suspension of parking <br />meter rates in situations such as this by motion of the City Council: <br /> <br />Sec. 20.133. PROVISIONS FOR TEMPORARY SUSPENSION OF METER RATES: <br />The provisions of Division may be suspended from time to time by motion of the City Council in any <br />case where the Council finds that strict compliance would not serve the public interest, including, <br />but not limited to, the use of public streets and sidewalks for celebrations, special public events, <br />celebration of holiday seasons and any other such activity or purpose as the City Council in its sole <br />discretion shall determine. (Ord. No. 2287, 9 2,8-22-2005) <br /> <br />In a related matter, staff would like to use this opportunity to briefly update the Council <br />on some other holiday season parking improvements: <br />. Informative yet simple parking flyers have been produced and are being <br />deployed around the Downtown area to help people have a better <br />understanding of where to park, how to park for free, and how to use the <br />new meters. These flyers are being distributed to businesses, and are also <br />being placed in pamphlet holders on the Pay-By-Space meters. Samples <br />of the new brochures and handouts will be available to the Council at the <br />meeting. <br />. The Downtown parking website (www,redwoodci~.or9/parkinQ) has also <br />been completely updated and improved to provide easy-to-use and up-to- <br />date information that people need. <br />. Theatre Way parking is being modified with the addition of pay-by-space <br />parking via a creative utilization of our pay-by-phone program. This will <br />minimize the use of the spaces by employees and make the spaces more <br />readily available to customers. Handouts explaining this change have <br />been distributed to adjacent businesses in the area. <br />. Lastly, our shared-use agreement with the County is being fully <br />implemented with the assistance of Ampco, and the County garage is now <br />
