<br />09/14/2009 <br /> <br />RECYCLABLE MATERIALS: Shall mean those materials that are suitable for <br />recycling. <br /> <br />RECYCLING: Shall mean the process of collecting, sorting, cleansing, treating, <br />and reconstituting materials that would otherwise become solid waste, and <br />returning them to the economic mainstream in the form of raw materials for new, <br />reused, or reconstituted products which meet the quality standards necessary to <br />be used in the marketplace. Recycling does not include transformation as <br />defined in Public Resources Code Section 40201. <br /> <br />REFUSE: Shall mean and be held to include all types of waste materials such <br />as defined herein under the heading of "garbage", "recyclable materials", <br />"rubbish", and "waste matter". <br /> <br />REFUSE COLLECTOR: An agent or employee of the City or any person with <br />whom the City shall have duly contracted, under the terms of this Chapter, to <br />collect and transport refuse through the streets, alleys or public ways of the City. <br /> <br />RUBBISH: Shall mean and be held to include pasteboard boxes, rages, papers, <br />straw, sawdust, packing material, shavings, boxes, trimming from lawns, trees <br />and flower gardens and all other combustible material. <br /> <br />WASTE MATTER: Shall mean and be held to include crockery, bottles, tin cans, <br />metal vessels, ashes, shells, plaster, brickbats and all other noncombustible <br />materials. <br /> <br />Section 14.10. COMPLIANCE WITH CHAPTER REQUIRED: <br />Unless otherwise specifically provided herein, upon notification by the Health <br />Officer or his representative, all persons shall comply with the provisions of this <br />Chapter or be deemed guilty of a misdemeanor. <br /> <br />Section 14.17 ONLY CITY, CONTRACTOR OR PERSON WITH PERMIT <br />MAY REMOVE OR DISPOSE OF REFUSE: <br />Collection, removal and disposal of refuse may be performed by the Public <br />Works Services Department or its authorized representatives or any person with <br />whom the City has entered into or may enter into contract with for the collection, <br />removal and disposal of refuse, and it is declared to be an infraction for any <br />person other than those as above stated to remove, or conveyor cause or permit <br />to be removed or conveyed, any refuse upon or along any public street or alley or <br />other public place in the City without a special written permit as required by this <br />Article. <br /> <br />SECTION 2.
