09/14/2009 RECYCLABLE MATERIALS: Shall mean those materials that are suitable for recycling. RECYCLING: Shall mean the process of collecting, sorting, cleansing, treating, and reconstituting materials that would otherwise become solid waste, and returning them to the economic mainstream in the form of raw materials for new, reused, or reconstituted products which meet the quality standards necessary to be used in the marketplace. Recycling does not include transformation as defined in Public Resources Code Section 40201. REFUSE: Shall mean and be held to include all types of waste materials such as defined herein under the heading of "garbage", "recyclable materials", "rubbish", and "waste matter". REFUSE COLLECTOR: An agent or employee of the City or any person with whom the City shall have duly contracted, under the terms of this Chapter, to collect and transport refuse through the streets, alleys or public ways of the City. RUBBISH: Shall mean and be held to include pasteboard boxes, rages, papers, straw, sawdust, packing material, shavings, boxes, trimming from lawns, trees and flower gardens and all other combustible material. WASTE MATTER: Shall mean and be held to include crockery, bottles, tin cans, metal vessels, ashes, shells, plaster, brickbats and all other noncombustible materials. Section 14.10. COMPLIANCE WITH CHAPTER REQUIRED: Unless otherwise specifically provided herein, upon notification by the Health Officer or his representative, all persons shall comply with the provisions of this Chapter or be deemed guilty of a misdemeanor. Section 14.17 ONLY CITY, CONTRACTOR OR PERSON WITH PERMIT MAY REMOVE OR DISPOSE OF REFUSE: Collection, removal and disposal of refuse may be performed by the Public Works Services Department or its authorized representatives or any person with whom the City has entered into or may enter into contract with for the collection, removal and disposal of refuse, and it is declared to be an infraction for any person other than those as above stated to remove, or conveyor cause or permit to be removed or conveyed, any refuse upon or along any public street or alley or other public place in the City without a special written permit as required by this Article.
