The Council may <br /> affirm, reverse, or modify the decision of the Enforcement <br /> Officer as the Council deems appropriate. The decision of <br /> the Council on appeal shall be final. <br /> "Section 24.35. Exemptions. Noise levels generated by <br /> construction activities, including demolition, alteration, <br /> repair, or remodeling of or to existing structures and the <br /> construction of new structures on property within the City <br /> in the course, or within the scope, of emergency work or <br /> work performed personally by the owner or resident of a <br /> dwelling unit with respect to said unit, are exempt from the <br /> provisions of this Division." <br /> SECTION 2. Severability. If any section, subsection, <br />subdivision, paragraph, sentence, clause or phrase of this <br />Ordinance, or of the provisions of the Code of the City of <br />Redwood City added by this Ordinance, is held for any reason to <br />be invalid by any court of competent jurisdiction, such decision <br />shall not affect the validity of the remaining portions of this <br />Ordinance or said Chapter, or any part or portion thereof.
