All decisions of the Committee shall be <br />prepared in writing, and signed by the chairperson. The City <br />Manager shall designate a member of the City's staff to assist <br />the Committee and to carry out administrative functions thereof. <br /> ( 2) Appeals to Committee. Any user aggrieved by a <br />determination, order, or directive of the Director made pursuant <br />to the provisions of subdivisions (a) and (b) of Section 6, <br />Section 8, Section 9 or Section 10 of this ordinance may appeal <br />such determination, order, or directive to the Water Conservation <br />Committee. Written notification of such appeal shall be filed <br />with the City Clerk within ten (10) days after notification of <br />the determination, order, or directive of the Director, and shall <br />set forth in detail the facts and reasons supporting the appeal. <br />Hearing on the appeal shall be held by the Committee within <br />thirty (30) days from the date of filing the notice of appeal. <br />The appellant, the Director, and such other persons as the <br />Committee may deem appropriate, shall be heard at the hearing on <br />appeal. Upon conclusion of the hearing, the Committee may <br />affirm, reverse, or modify the determination, order or directive <br />of the Director as the Committee deems just and equitable, and in <br />furtherance of the provisions, purposes and intent of this <br />ordinance. During the pendency of any such appeal, the <br />determination, order or directive of the Director shall remain in <br />full force and effect.
