ORDINANCE ESTABLISHING VOLUNTARY WATER CONSERVATION PROGRAM, ENACTING REGULATIONS PROHIBITING CERTAIN USES OF WATER, ESTABLISHING PENALTIES FOR VIOLATION THEREOF, AND PROVIDING FOR IMPLEMENTATION OF WATER CONSERVATION LANDSCAPE AND IRRIGATION GUIDELINES: AND REPEALING ORDINANCES 2018 AND 2037 RELATING TO WATER SHORTAGE EMERGENCY THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. FINDINGS AND DETERMINATION. The Council of Redwood City hereby finds and determines that: ( a) Pursuant to agreement dated as of August 8, 1984, by and between the City of Redwood City, California, and the City and County of San Francisco, California, the City of Redwood City purchases water for municipal purposes and for resale to customers and users of its water system

<br /> DES:dft '12/93 (021/11) <br /> ,/20/93R <br /> sufficient water now exists to provide for the <br /> ordinary demands and requirements of water <br /> customers and users of the water system of the <br /> City of Redwood City: provided, that due regard be <br /> given to the periodic occurrences of drought <br /> conditions in the region which supplies this City <br /> with water. <br /> (e) In light of the frequency of drought conditions in <br /> said water source region, and recognizing that the <br /> supply of water to customers and users of the <br /> water system of the City of Redwood City is <br /> limited, notwithstanding that the aforesaid water <br /> shortage emergency has ceased, the public health, <br /> welfare and safety require the establishment and <br /> implementation of the water conservation measures <br /> hereinafter specified. <br /> ( f) Pursuant to Resolution No. 11830 adopted <br /> August 31, 1992, entitled, "Resolution Approving <br /> and Authorizing Execution of Memorandum of <br /> Understanding Regarding Urban Water Conservation <br /> in California", this City entered into said <br /> Memorandum of Understanding ("MOU" ) by and among <br /> certain urban water suppliers, under which MOU the <br /> parties agreed, collectively, to implement urban <br /> water conservation practices to assist in the <br /> protection of streams, wetlands and estuaries, and <br /> to provide urban water supply reliability, in <br /> furtherance of which the hereinafter specified <br /> water conservation program and measures are <br /> enacted. <br /> SECTION 2. VOLUNTARY CONSERVATION. All customers and uses <br />of the water system of the City of Redwood City are hereby <br />requested and urged to reduce their consumption of water <br />furnished by the City of Redwood City by not less than 15% of the <br />amount consumed during the Base Year. "Base Year", as used <br />herein means calendar year 1987: provided, that for users whose <br />bi-monthly billing period includes the months of December - <br />January, the Base Year is February 1, 1987 - January 31, 1988. <br /> The Director of General Services (hereinafter, references to <br />the "Director" shall mean said Director of General Services, or <br />his or her designee, unless otherwise specified) is hereby <br /> 2 2062 <br /> "~,---". ., <br />
