ORDINANCE NO. 2088 ORDINANCE ESTABLISHING A TRANSPORTATION SYSTEM MANAGEMENT ("TSM") PROGRAM IN THE CITY OF REWOOD CITY; AND REPEALING ORDINANCE NO. 1991 THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. FINDINGS. The Council of the City of Redwood City hereby finds and determines that: (a) A significant increase in traffic has occurred in the City of Redwood City, the surrounding area and regionally, and the trend is anticipated to continue in the future. DES:djk 0 )4/95 (028/9) <br /> <br />roles, and participation in a Joint Powers Authority with <br />some or all of these agencies will assist the City in <br />meeting the goals and objectives hereinafter stated. <br /> <br /> (f) Adoption of this ordinance is one component of a <br />comprehensive approach to reducing traffic problems which <br />should be supported by complementary land use policies and <br />transportation and transit improvements. <br /> <br /> (g) Adoption hereof will promote public health, <br />safety, economic vitality and mitigate the effects Of <br />traffic congestion, including associated noise and air <br />quality impacts on the environment, in furtherance of the <br />general welfare, both within the City and region, and ~aid <br />ordinance is consistent with this City's General Plan. <br /> <br /> (h) Participation of private and public employers, <br />complex operators, employer organizations, and employee <br />organizations (as said terms are hereinafter defined) is <br />critical to the successful implementation of this ordinance. <br /> <br /> (i) This ordinance is designed to encourage employers <br /> and complex operators to participate in TSM program <br /> activities. <br /> <br /> (j) This ordinance will implement provisions of that <br /> certain "Joint Powers Agreement Establishing the Intercity <br /> Transportation System Management (TSM) Authority", a joint <br /> exercise of powers agreement entered pursuant to the <br /> provisions of Government Code Section 6500 et seq., of which <br /> Authority this City is a member. <br /> <br /> <br />
