ORDINANCE NO. 2090 ORDINANCE ADDING CHAPTER 27A TO THE CODE OF THE CITY OF REDWOOD CITY, RELATING TO THE STORMWATER MANAGEMENT AND DISCHARGE CONTROL PROGRAM THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1. Chapter 27A is hereby added to the Code of the City of Redwood City to read as follows: "CHAPTER 27A. "STORMWATER MANAGEMENT AND DISCHARGE CONTROL PROGRAM "ARTICLE I. General. "Section 27A.1. Purpose and Intent. The purpose of this Chapter is to ensure the future health, safety, and general welfare of the citizens of the City of Redwood City

When used in this <br />Chapter, the following words shall have the meanings <br />ascribed to them in this Section: <br /> <br /> (a) Authorized Enforcement Official - the City <br /> Manager or his/her designee is hereby <br /> authorized to enforce the provisions of <br /> this Chapter. <br /> <br /> (b) Best Management Practices ("BMPs") - <br /> Schedules of activities, prohibitions of <br /> practices, general good housekeeping <br /> practices, pollution prevention practices, <br /> maintenance procedures including street <br /> sweeping, catch basin and collection <br /> system cleaning, and other management <br /> practices to prevent or reduce the <br /> discharge of pollutants directly or <br /> indirectly to "waters of the United <br /> States." BMPs also include treatment <br /> requirements, operating procedures and <br /> practices to control plant site runoff, <br /> spillage or leaks, sludge or waste <br /> disposal or drainage from raw material <br /> storage. <br /> <br /> (c) City - the City of Redwood City. <br /> <br /> (d) City Stormwater Drainage System - Includes <br /> but is not limited to those facilities <br /> within the City by which stormwater may be <br /> conveyed to waters of the United States, <br /> including any roads with drainage systems, <br /> municipal streets, catch basins, curbs, <br /> gutters, ditches, man-made channels or <br /> storm drains, which is not part of a <br /> Publicly Owned Treatment Works (POTW) as <br /> defined in 40 CFR §122.2. <br /> <br /> (e) Non-Storm Water Discharge - Any discharge <br /> that is not entirely composed of <br /> stormwater except those noted within an <br /> NPDES Permit and this Chapter. <br /> <br /> (f) Premises - Any building, lot parcel, real <br /> estate, or land or portion of land, <br /> <br /> 3 <br /> <br /> <br />
