The City of Redwood City does not currently have regulations <br /> governing adult-oriented businesses. This Council needs to study the <br /> effect of adult-oriented businesses on crime and property values in <br /> order to determine the most appropriate locations for such businesses. <br /> <br />6. There is a current and immediate threat to the public health, safety or <br /> welfare posed by the pending application and anticipated applications <br /> for establishing adult-oriented businesses in the City of Redwood City; <br /> the approval of variances, use permits, building permits or any other <br /> applicable entitlement for the opening or expansion of adult-oriented <br /> businesses may be in conflict with existing provisions of the City's <br /> General Plan and zoning regulations, and with any contemplated <br /> General Plan amendments or revisions, and specific plan and/or <br /> zoning proposals which the City of Redwood City intends to enact. <br /> <br />7. In view of the foregoing, this Council desires to impose a moratorium <br /> prohibiting the establishment of adult-oriented businesses pursuant to <br /> Government Code section 65858. <br /> <br />Section 2. <br /> <br />No adult-oriented business shall be established in any land use or zoning <br />district in the City of Redwood City, nor shall any application for any <br />variance, permit, license, building permit or any other entitlement be <br />approved, authorized or issued by any department, bureau or office of the <br />City of Redwood City for the establishment of an adult- oriented business. <br /> <br />Section 3. <br /> <br />As used in this ordinance, the following words, phrases and terms shall <br />have the meanings respectively ascribed thereto: <br /> <br />(a) To "establish" an adult-oriented business shall mean and include any <br /> of the following: <br /> <br /> (t) The opening or commencement of any adult-oriented <br /> business as a new business; <br /> <br /> (2) The conversion of an existing business, whether or not <br /> an adult-oriented business, to any adult-oriented <br /> business defined herein; <br /> <br /> (3) The addition of any of the adult-oriented businesses <br /> defined herein to any other existing adult-oriented <br /> business, or <br /> <br /> <br />
