In addition to the pending application, numerous inquiries have been <br /> made to the Planning Division by other prospective operators of adult- <br /> oriented businesses regarding the establishment of such businesses <br /> in the City. <br /> <br /> 7. This Council is concerned that the proliferation of adult-oriented land <br /> uses, without adequate planning, will cause an increase in crime, <br /> reduce residential and commercial property values, and adversely <br /> affect businesses in the vicinity of such adult-oriented uses. <br /> <br /> 8. This Council is aware that the aforesaid effects have occurred in other <br /> communities where adult-oriented businesses have located, including <br /> areas adjacent to the corporate boundaries of this City. <br /> <br /> 9. The City of Redwood City does not currently have regulations goveming <br /> adult-oriented businesses. Additional time than that allowed under the <br /> above-mentioned Ordinance No. 2110 is required to study the effect of <br /> adult-oriented businesses on crime and property values and to <br /> determine the most appropriate locations for such businesses. <br /> <br /> 10. There is a current and immediate threat to the public health, safety or <br /> welfare posed by the pending application and anticipated applications <br /> for establishing adult-oriented businesses in the City of Redwood City. <br /> The approval of variances, use permits, building permits or any other <br /> applicable entitlement for the opening or expansion of adult-oriented <br /> businesses may be in conflict with existing provisions of the City's <br /> General Plan and zoning regulations, and with any contemplated <br /> General Plan amendments or revisions, and specific plan and/or <br /> zoning proposals which the City of Redwood City intends to enact. <br /> <br /> 11. On August 12, 1996, a duly noticed public hearing was held by this <br /> Council on the question of extending the moratorium established by <br /> Ordinance No. 2110 in order to complete the study necessary to <br /> determine the most appropriate locations for adult-oriented <br /> businesses in the City of Redwood City. At said hearing all <br /> persons interested in the matter were heard or given the opportunity <br /> to be heard. <br /> <br /> 12. In view of the foregoing, this Council desires to further extend the <br /> Moratorium heretofore enacted prohibiting the establishment of adult- <br /> oriented businesses pursuant to Govemment Code section 65858(a). <br /> <br />G: Shamd/Rcdwood/Comdev 2 <br /> <br /> <br />
