(4) The City of Redwood City has a continuing compelling municipal <br /> interest in protecting minors from exposure to drug paraphernalia in <br /> places of business and in providing a civil remedy therefor; <br /> <br /> (5) This Ordinance reenacts former Section 19.8 (enacted pursuant to <br /> <br /> Ordinance No. 1816) as Article II (comprised of Section 19.10) of <br /> Chapter 19 of the Code of the City of Redwood City with reference <br /> to the foregoing findings. <br /> <br /> Section 2. Chapter 19 (Minors) of the Code of the City of Redwood City <br />is hereby repealed in its entirely. <br /> <br /> Section 3. Chapter 19 (Minors) is hereby added to the Code of the City <br />of Redwood City to read as follows: <br /> <br /> "CHAPTER 19 <br /> MINORS <br /> <br /> ARTICLE I. CURFEW. <br /> <br /> Section 19.1. For purposes of this Article, the following words, phrases, <br />and terms shall have the meanings respectively ascribed thereto: <br /> <br /> A.
