organization, that supervises the activity, or when a minor is going to or returning <br />home from such activity, without any detour or stop; <br /> <br /> H. When the minor is engaging in speech or religious rights protected by <br />the Constitutions of the United States of America or the State of California, such <br />as the free exercise of religion, freedom of speech and the right of peaceful <br />assembly; or <br /> <br /> I. When the minor is married or has been emancipated in accordance <br />with the Emancipation of Minors Law of the State of California (Fam. Code <br />§ 7000, et seq.). <br /> <br /> Section 19.4. Enforcement Procedure. Before initiating any <br />enforcement action under this Section, a police officer or other duly authorized <br />peace officer shall seek to ascertain the apparent offender's age and reason for <br />being in the public place. The officer shall not issue a notice to appear (citation) <br />or make an arrest under Section 19.2 unless the officer reasonably believes that <br />an offense has occurred as provided in this Article. <br /> <br /> Section 19.5. Misdemeanor. Any person who violates any of the <br />provisions of this Chapter shall be guilty of a misdemeanor and upon conviction <br />shall be punishable as provided in Section 1.7 of the Code of the City of <br />Redwood City." <br /> <br /> "ARTICLE II.
