June 30, 1981. The purpose of said program is to offset any shortfalls in estimated State revenues to the City of Redwood City or for other purposes deemed necessary by this Council. There is hereby reappropriated in the General Fund to the "Special State Deflator Reserve" program the sum of $1,428,900. SECTION 6. Emergency Expenditures. Upon the happening of any emergency caused by fire, flood, explosion, storm, earthquake, epidemic, riot or insurrection, or for the immediate preservation of public order, peace, health and safety, or for the restoration to a condition of usefulness of any public property, the usefulness of which has been destroyed by accident or act of God, or for the relief of an area stricken by calamity, or to meet monetary expenditure required by law, the City Council may, upon the adoption by 2/3rds vote of the members present at any regular, adjourned or special meeting, of a resolution stating the facts constituting the emergency, make the expenditure necessary to meet such emergency. All emergency expenditures shall be paid by warrant or check from any fund properly chargeable therewith and the Director of Finance is hereby authorized and directed to pay such warrants. SECTION 7. Disposition of Unexpended Unencumbered Monies in Funds at Close of Fiscal Year. All unexpended and unencumbered General Fund balances at the close of the fiscal year June 30, 1980, other than that amount appropriated pursuant to Section 5 herein and those interim expenditures authorized by the aforementioned Ordinance No. 1819, are hereby appropriated to the General Fund program "Resources Held in Reserve" for expenditure during the fiscal year July 1, 1980 - June 30, 1981. All unexpended and unencumbered balances in all funds other than the General Fund as of the close of the fiscal year June 30, 1980, other than those interim expenditures authorized by the aforementioned Ordinance -4- -~"-_.....
