<br />June 30, 1981. The purpose of said program is to offset any <br />shortfalls in estimated State revenues to the City of Redwood City <br />or for other purposes deemed necessary by this Council. There is <br />hereby reappropriated in the General Fund to the "Special State <br />Deflator Reserve" program the sum of $1,428,900. <br /> SECTION 6. Emergency Expenditures. Upon the happening of <br />any emergency caused by fire, flood, explosion, storm, earthquake, <br />epidemic, riot or insurrection, or for the immediate preservation <br />of public order, peace, health and safety, or for the restoration <br />to a condition of usefulness of any public property, the usefulness <br />of which has been destroyed by accident or act of God, or for the <br />relief of an area stricken by calamity, or to meet monetary expenditure <br />required by law, the City Council may, upon the adoption by 2/3rds <br />vote of the members present at any regular, adjourned or special <br />meeting, of a resolution stating the facts constituting the emergency, <br />make the expenditure necessary to meet such emergency. All emergency <br />expenditures shall be paid by warrant or check from any fund <br />properly chargeable therewith and the Director of Finance is hereby <br />authorized and directed to pay such warrants. <br /> SECTION 7. Disposition of Unexpended Unencumbered Monies in <br />Funds at Close of Fiscal Year. All unexpended and unencumbered <br />General Fund balances at the close of the fiscal year June 30, 1980, <br />other than that amount appropriated pursuant to Section 5 herein <br />and those interim expenditures authorized by the aforementioned <br />Ordinance No. 1819, are hereby appropriated to the General Fund <br />program "Resources Held in Reserve" for expenditure during the <br />fiscal year July 1, 1980 - June 30, 1981. All unexpended and <br />unencumbered balances in all funds other than the General Fund as <br />of the close of the fiscal year June 30, 1980, other than those <br />interim expenditures authorized by the aforementioned Ordinance <br /> -4- <br /> -~"-_..... <br />
