9WC:djg-c 6/18/82 <br /> <br /> within Project No. 2 were chosen as a unified and consi- <br /> stent whole to include lands that were predominately <br /> vacant or underutilized because of blighting influences, <br /> and to include all improved public and privately-owned <br /> properties affected by blighted conditions within said <br /> area, and effective development with redevelopment <br /> assistance will provide expanded employment oppor- <br /> tunities in the City and establish appropriate central <br /> co~m~ercial and industrial land uses, as defined in <br /> the General Plan of the City of Redwood City. <br /> <br /> (k) The elimination of blight and the redevelopment <br /> of the Project Area could not reasonably be expected <br /> to be accomplished by private enterprise acting alone <br /> without the aid and assistance of the Agency. This <br /> finding is based upon the existence of blighting influ- <br /> ences, including the lack of adequate public facilities, <br /> and the inability of individual property owners to <br /> economically remove these blighting influences. <br /> <br /> (1) The Redevelopment Plan will afford maximum oppor- <br /> tunity, consistent with the sound needs of the City as <br /> a whole, for the redevelopment of the Project Area by <br /> private enterprise. <br /> <br /> SECTION 4. This Council is satisfied that permanent <br />housing facilities will be available within three years from <br />the time occupants of the Project Area are displaced, if at <br />all, and that pending the development of such facilities, <br />there will be available to such displaced occupants temporary <br /> <br /> 156 <br /> <br /> <br />
