The rate schedule specifying the rates <br />and charges established for the operation of a taxi service shall <br />be filed by the owner or operator of such service with the City <br />Clerk. No rates or charges other than those specified in such <br />rate schedule shall be made by the owner or operator. At least <br />sixty (60) days prior to the effective date of any adjustments <br />to rates or charges, the owner or operator shall file a notice of <br />such adjustments with the City Clerk, setting forth the rates or <br />charges then in effect, the proposed rates or charges and the <br />dates upon which said proposed rates or charges are to become <br />effective. <br />In addition to filing notice with the City Clerk, the owner <br />or operator shall cause notice of such rate increase to be <br />published at least once in a newspaper of general circulation at <br />least 60 days prior to the effective date of such increase. <br /> "Section 33.35. Rates and charges shall be posted in <br />each taxicab in a place visible to passengers. It shall be <br />unlawful for the owner or driver of any taxicab or public <br />transportation vehicle in the city to fix, charge or collect for <br />service a rate more or less than that specified in the rate <br />schedule then in effect and on file with the City Clerk. <br /> "ARTICLE V.
