"(b) Upon consideration of any such application, the City Council may grant a non-exclusive franchise for operation of a CATV system to an applicant as may appear from said application to be, in the Council's opinion, qualified to render proper and efficient CATV service to television viewers and subscribers in the City of Redwood City. " (c) Any franchise issued pursuant to this article shall include the following provision: 'The CATV system herein franchised shall be used and operated solely and exclusively for the purpose expressly authorized by ordinance of the City of Redwood City and no other purpose whatsoever.' "The inclusion of the foregoing statement in any such franchise shall not be deemed to limit the authority of the Ci ty Council to include any other reasonable condition, limitation or restriction which it may deem necessary to impose in connection with such franchise pursuant to the authority conferred by this article. "Section 11.87. (a) There is hereby reserved to the City the power to amend any section or part of this article so as to require additional requirements or greater standards of construction, operation, maintenance or otherwise, on the part of the Grantee.
