Unitemized Costs. Services or work <br /> which are or is expressly or impliedly required to be <br /> performed by the City pursuant to the provisions of this <br /> Chapter, the payment for which is not otherwise provided for <br /> herein, shall be paid in advance of the performance of such <br /> services or work in an amount equal to the estimated costs <br /> thereof to the City. Upon performance of such services or <br /> work, and upon the calculation of the actual costs thereof, <br /> sums deposited in excess of such actual costs shall be <br /> refunded, or additional charges shall be made, equal to the <br /> amount by which the actual costs exceeds the estimated cost, <br /> as appropriate. " <br /> SECTION 7. EFFECTIVE, OPERATIVE DATES.
