(2) Appeals to Committee. Any user aggrieved by a determination, order, or directive of the Director made pursuant to the provisions of subdivisions (a) and (b) of Section 6, Section 8, or Section 9 of this ordinance may appeal such determination, order, or directive to the Water Conservation Committee. Written notification of such appeal shall be filed with the City Clerk within ten (10) days after notification of the determination, order, or directive of the Director, and shall set forth in detail the facts and reasons supporting the appeal. Hearing on the appeal shall be held by the Committee within thirty (30) days from the date of filing the notice of appeal. The appellant, the Director, and such other persons as the Committee may deem appropriate, shall be heard at the hearing on appeal. Upon conclusion of the hearing, the Committee may affirm, reverse, or modify the determination, order or directive of the Director as the Committee deems just and equitable, and in furtherance of the provisions, purposes and intent of this ordinance. During the pendency of any such appeal, the determination, order or directive of the Director shall remain in full force and effect. All decisions of the Committee shall be in writing and shall be delivered personally or sent to the appellant by first class (or equivalent) postage prepaid mail. (b) Appeals to Council. Any user aggrieved by a determination, order, or directive of the Water Conservation Committee made pursuant to the provisions of subdivision (a)(2) 12 , ------
