As a result of the aforesaid pending application, <br />numerous owners and residents of property in the vicinity of the <br />Subject Property have lodged a protest based upon a fear of such <br />recurrence. <br /> m. In light of the foregoing, this Council hereby <br />concludes that the public safety, health and welfare require the <br />adoption of an urgency interim ordinance prohibiting any use on <br />or within the Subject Property which would, or may be, in <br />conflict with the contemplated zoning. <br /> n. This Council does hereby further determine and conclude <br />that the Subject Property should be placed in the "IS" ( interim <br />study) zoning district pursuant to R.C. Zone Ord. §§22.1 et. seq. <br />in order to permit temporary review of development on the Subject <br />Property of changing conditions or development trends, and shall, <br />by separate motion, initiate proceedings to that effect. <br /> SECTION 2. Pursuant to the provisions of Government Code <br />Section 65858, and further pursuant to the provisions of Section <br />16 of the Charter of the City of Redwood City, this Council <br />hereby orders that any use of any parcel or parcels of property <br />located on or within the Subject Property which would, or may be, <br />in conflict with the IR zoning district regulations of the City <br />of Redwood City shall be, and hereby are, prohibited for not less <br />than four ( 4) months from the operative date of this ordinance. <br /> SECTION 3.
