10/14/2019 <br />RESOLUTION NO. 15798 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING THE RESIDENTIAL PERMIT PARKING PROGRAM <br />POLICY FOR THE ESTABLISHMENT OF RESIDENTIAL PERMIT <br />PARKING AREAS IN REDWOOD CITY <br />WHEREAS, on October 14, 1985, the City Council of the City of Redwood City <br />("City") adopted an ordinance to establish a Residential Permit Parking Program <br />('RPP"), codified in the City's Municipal Code in Chapter 20, Article 7, Division 11, to <br />establish parking permit areas and provide residents an option to reduce parking <br />impacts in their neighborhoods; and <br />WHEREAS, the City has established four Residential Parking Permit Areas: Area <br />A, near the south end of Broadway in the Friendly Acres Neighborhood; Area B, near <br />downtown in the Stambaugh/Heller Neighborhood; Area C, which surrounds Sequoia <br />Hospital; and Area S, which surrounds Sequoia High School; and <br />WHEREAS, in September 2016, staff prepared and presented to the City Council <br />a draft 'Residential Permit Parking Program Policy," which sets forth RPP policies and <br />describes appropriate neighborhood circumstances, requirements and procedures for <br />applicable residential permit parking in the City of Redwood City; and <br />WHEREAS, this Council desires to approve said Residential Permit Parking <br />Program Policy. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The City Council hereby adopts the City of Redwood City Residential <br />Permit Parking Program Policy in the form attached hereto as Exhibit A and <br />incorporated herein by reference. <br />2. The City Council hereby finds that adopting the City of Redwood City <br />Residential Permit Parking Program Policy is exempt from the California Environmental <br />Quality Act (CEQA) pursuant to Section 15061(b) (3) of the CEQA Guidelines because <br />it can be seen with certainty that there is no possibility that the activity in question may <br />have a significant effect on the environment. <br />3. The City Manager or designee is hereby authorized and directed to take <br />any necessary or advisable actions in order to implement the intent of this Resolution. <br />4.
