Criterion C: It embodies distinctive characteristics of a style, type, period or <br />method of construction, or is a valuable example of the use of <br />indigenous materials or craftsmanship because the home is an <br />outstanding example of the Spanish Colonial Revival style. <br />Criterion D: It is representative of the notable work of a builder, designer, or <br />architect because the home was designed by prominent Oakland <br />architect Chester H. Treichel known for domestic architecture during <br />the 1930s. <br />WHEREAS, said property and applicant do qualify for a Historic Preservation <br />Agreement; and <br />WHEREAS, it is in the best interest of the City of Redwood City and the residents <br />therein, that a preservation agreement be approved to assist in the restoration and <br />preservation of the subject property. <br />NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The Planning Commission, having independently heard, considered, <br />and weighed all the evidence in the record, finds that the above recitals are accurate <br />and constitute findings in this matter, and together with the staff report and all <br />application materials, including without limitation the development plans, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and <br />materials in the City's file for the application, and all adopted City planning documents <br />relating to the Project and the property including the City's General Plan, Zoning <br />Ordinance, Municipal Code, other applicable City laws and regulations, and all <br />associated approved and certified environmental documents, have together served as <br />an adequate and appropriate evidentiary basis for the findings and actions set forth in <br />this Resolution. <br />Section 2. The Planning Commission finds that the proposed Project is exempt <br />from the requirements of the California Environmental Quality Act under Section 15308 <br />Class 8 (Actions by Regulatory Agencies for Protection of the Environment) and Section <br />15331 Class 31 (Historical Resource Restoration/Rehabilitation). The Mills Act contract <br />will ensure the maintenance, restoration, enhancement, and protection of the <br />environment (which includes historical resources), and because the maintenance and <br />preservation work carried out is required to be consistent with the Secretary of the <br />Interior's Standards for the Treatment of Historic Properties. <br />Section 3.
