(GEl) has prepared this Proposal for Risk Assessment <br />Consulting Support regarding the undeveloped property located at Bradford and Main <br />Streets in Redwood City, California (subject property). We have prepared this Proposal <br />to address the request by the San Mateo County Health Services Agency (SMCHSA) for <br />a focused risk assessment of the Site. The SMCHSA accepts risk assessments conducted <br />consistent with methods by the California Environmental Protection Agency (CalEP A), <br />the Regional Water Quality Control- Board - San Francisco Bay region (RWQCB). <br />Therefore, the work in this Proposal is consistent with the RWQCB approach. This <br />Proposal describes tasks designed to address two specific concerns regarding soil and <br />groundwater impacts fo~ the Site. We undefStaffiIthat proposed development plans <br />may include a day care facility and/or a elderly care facility at this Site. We have <br />designed the proposed work scope to pro actively suppOli this scenario. <br /> <br />1.0 RISK-BASED SCOPE OF WORK <br /> <br />Task 1. Site Conceptual Model (SCM). <br />A site conceptual model (SCM) will be prepared to identify chemical fate and transpOli <br />meC~~l1j~Dls, potentially-e~2()si::d_receptors, and pofeiiti~lly complete exp0sure pathways <br />f6[' the Site under cun-ent and likely future conditions. We are assuming that <br />groundwater beneath the Site is not potable, since it is perched and has low sustained <br />yield. Groundwater sampling does not SUppOli a TDS argument for potability. The use <br />of the Site as a day care or elderly care facility would represent sensitive receptors (i.e" <br />children, elderly), and would reflect a reasonable maximum scenario. On the basis of the <br />Site information available through our correspondences, and specific requests from the <br />SMCHSA, we expect that the only hypothetical receptors that will be evaluated are the <br />future onsite child receptor attending a day care facility, and the future onsite elderly <br />
