Page 3
Proposal for Risk Assessment

707 Bradford, Redwood City, CA.

Exposure Assessment. EPCs will be used with standard dose equations to estimate
exposure for relevant receptors. Only direct contact exposure pathways will require
evaluation.

Toxicity Assessment. Toxicity values (reference doses and slope factors for noncancer
and cancer health effects, respectively) will be compiled from CalEP A sources if
available, or from USEP A sources if not available through CalEP A. These toxicity
values are combined with dose estimates in the risk characterization step.

Risk Characterization. Lifetime excess cancer risks and noncancer hazard indices will be
generated for each receptor quantitatively evaluated. For any evaluated pathways where
potential lifetime excess cancer risks exceed lxlO-6, or noncancer hazard indices exceed a
target level of 1.0, risk-based cleanup levels would be developed so that overall
exposures would not exceed these target levels. These levels can then be used to guide
remediation at the Site.

Task 3. Reporting.
Text and tables will be prepared to thoroughly and succinctly document all methods and
assumptions used in Task 2. All results will be tabulated and discussed in the text. The
deliverable will likely include the following components:

o Purpose/Scope
o Site Conceptual Model
o Data Evaluation
o Tier 2 Assessment
o Conclusions and Recommendations
o Literature Cited.

We assume that this deliverable will be incorporated into a report to be produced by
Green Environment Inc. For costing purposes, we assume that it is prepared as an
Appendix to a report, with a summary of any risk-based conclusions provided in the main
document.

2.0 SCHEDULE

We anticipate completing Task 1 within two weeks of authorization. Task 2 can be
completed within three weeks follO\ving the completion of Task 1.

3.0 ESTIMATED COST

The estimated costs necessary to conduct the above-noted activities are $7,723 as shown
on Attachment 1. We propose to provide our services on a Time and Materials basis in
accordance with the signed Professional Services Agreement (number 011005), which
was attached to our proposal dated January 11, 2005. Note that these costs do not
