8.A. - Page 2 of 12 <br />To fulfill this goal, staff recommends that the City Council endorse initiation of a City led community - <br />driven visioning process this spring to establish a new land use vision for the City core (generally bounded <br />by EI Camino Real, Whipple Avenue, Veterans Boulevard, and Woodside Road, though the exact area will <br />be decided by the City Council at a future date). The proposed approach for this process is described below <br />and would focus initially on rail and transportation planning, as numerous transportation initiatives <br />affecting land use are currently underway. <br />Staff also recommends that the City Council consider the creation of a Transit Sub -District at the January <br />27, 2020 City Council meeting, and that the City Council direct staff to develop criteria that would assist <br />the City Council in evaluating pending General Plan Amendment Initiation requests. The proposed hearing <br />on evaluating these requests would be held at a Council meeting between February and April, 2020. These <br />recommendations allow the City to lead discussions of future land use in a strategic manner. <br />Redwood City has experienced significant growth and development in the last decade and public policy <br />goals have evolved as well, particularly in the areas of housing affordability, concerns about displacement <br />of long-time residents, climate adaptation planning and transportation planning. It is appropriate to <br />ensure that the City's land use planning documents reflect current community perspectives and ensure <br />progress on long term community needs and public policy goals. With this objective in mind, this report <br />will: <br />A. Provide a high-level overview of policy initiatives — both City -led and led by other public agencies <br />- that are currently in progress and will inform the creation of a new land use vision in Central <br />Redwood City. <br />B. Detail a recommended approach for launching a City -led visioning process to establish a new land <br />use vision for Central Redwood City. <br />C. Outline needed resources, including staff and outside expertise, anticipated in undertaking these <br />policy initiatives. <br />D. Outline opportunities to consider community needs and policy goals through creation of a future <br />Transit Sub -District. <br />E. Recommend future City Council consideration of pending development requests which would <br />require amendments to the current General Plan. <br />At the November 4, 2019 City Council meeting, staff will focus primarily on whether to continue with the <br />recommended approach to community visioning for the downtown and Central Redwood City. Staff also <br />will seek feedback on whether to schedule City Council discussion of creation of a Transit Sub -District, and <br />whether to schedule City Council consideration of pending development requests which would require <br />amendments to the current General Plan. <br />ANALYSIS <br />A. Overview of policy initiatives that are currently in progress and that will inform visioning for Central <br />Redwood City <br />Before considering the staff and financial resources needed to undertake such work, it is important to <br />note that there are a number of significant studies and policy initiatives, either led by the City or other <br />local agencies, which will influence the visioning and engagement process.
