6.A. - Page 2 of 6 <br />Since the initial contract amount was less than $60,000, the threshold for City Council approval, the City <br />Manager was authorized to approve the contract in mid-February 2018, and the Consultant began <br />providing services shortly thereafter. On December 17, 2018, the City Council approved Amendment No. <br />3 to the agreement for Engineering Inspection Services to increase the contract amount by $100,000. <br />Amendment No. 3 allowed the City to have two additional engineering inspectors to help with the <br />increased demand for inspection services needed during the summertime; that same demand for services <br />is expected to continue this year. On May 20, 2019, the City Council approved Amendment No. 4 for <br />$300,000 in order to allow the continuation of construction inspection services. <br />ANALYSIS <br />The amended agreement is proposed not -to -exceed $400,000.00, which covers 35 weeks of time for two <br />inspectors to provide construction inspection services. Under this agreement construction inspection <br />services would be provided to several capital improvement projects and utility permits. Costs will be <br />shared amongst the different capital improvement projects and utility permit cost recovery accounts <br />based on the actual time spent on each activity by the proposed inspector. <br />The amended agreement budget will allow the current inspectors to continue providing construction <br />inspection services through June 2020, and additional help from a second inspector for a period of 9 <br />months. The budget will also allow for the inspector to assist with the influx of utility encroachment <br />permits and related development projects. Construction inspection services will be charged to the <br />following Capital Improvement Projects and activities: <br />• Middlefield Road Streetscape Project (25%) <br />• Sewer Collection System Replacement Project (25%) <br />• California Water Tank, Pump Station, and Transmission Main Project (25%) <br />• Peninsula No. 2 Water Tank Seismic Improvement (20%) <br />• Utility encroachment permits and related development projects (5%) <br />FISCAL IMPACT <br />Several approved capital improvement projects will require engineering inspection services. If approved, <br />the recommended engineering inspection services would be charged to the following projects, which have <br />sufficient funds to provide for these services: <br />Middlefield Road Streetscape Project <br />Fiscal Year 2019-20 — Capital Outlay Fund —Middlefield Road Utility Underground/ Streetscape, which has <br />an available balance of $844,400 as of September 30, 2019. <br />Sewer Collection System Replacement <br />Project Fiscal Year 2019-20—Sewer Fund Capital Projects—Collection System Replacement Project, which <br />has an available balance of $3,509,514 as of September 30, 2019. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />6 <br />
