REPORT

78
Page 1

December 10, 2007

SUBJECT
Redwood City's New General Plan

RECOMMENDATION
Provide comment and direction regarding the proposed New General Plan process.

BACKGROUND
At the City Council meeting Planning staff will make a presentation regarding the status
of the General Plan Update which was commenced in 2004 and recommended next
steps. The original program was guided by a General Plan Committee comprised of
Council Members and Planning Commissioners. The outreach campaign and document
development were staff-led. Work products to date include Guiding Principles and five
elements completed as public review drafts. The General Plan Update was interrupted
in fall 2006 when the City redirected its focus to the extensive public review process for
the Downtown Precise Plan. Upon the successful conclusion of the Downtown Precise
Plan in spring 2007, staff has been preparing to restart the General Plan Update. In so
doing, changing circumstances have been considered and a new course is being
proposed. Staff believes that a more in depth approach is appropriate at this time for
Redwood City and will be recommending that a New General Plan (as opposed to an
update) be developed in a consultant supported effort. The staff presentation will
provide an overview of the proposed New General Plan undertaking.

ALTERNATIVES
No decisions will be made and thus no alternatives are proposed.

FISCAL IMPACT

There is no fiscal impact associated with consideration of the presentation and
participation in a discussion about the New General Plan. The fiscal impact associated
with approval of the consultant agreement will be descri in an upcoming staff report.

~I~
Ji kas .
anntng Manager

Chu Cliang
Acting Community Development Director

Peter Ingram
Interim City Manager

ATTACHMENTS
None
