For the first time, ABAG's fall general assembly
was combined with the Metropolitan Transportation Commission's summit on development of a new long-
term regional transportation plan that will be known as Transportation 2035 Plan: Change in Motion.

The presentation on the Challenges and Choices In connecting transportation, land use and climate
protection was incredibly informative. Data was presented regarding growth anticipated in the Bay Area
regarding the cost of housing and transportation, impacts on health, community stability, sustainabilityand
the new challenge of climate change. The choices for the future were examined in a holistic approach with
broad goals of economy, environment and equity, with targets that would reduce congestion, reduce
emissions & vehicle miles traveled and improve affordability, through strategies that focus on infrastructure
and pricing and focused growth. Data looked at transport pricing options and development strategies and
their impact on specific environmental, economic and equity goals.

The content of this conference was so powerful and informative that I am requesting that the presentation
on challenges and choices be presented to the City Council at a future meeting. This information will help
the Council to be more prepared in choosing among the tools needed to implement our housing,
transportation and climate protection goals.

The Joint Policy Committee (JPC) oT ABAG, MTC, Bay Area Air Quality Management District (BAAQMD)
and the Bay Conservation and Development Commission (BCDG) have put forth FOCUS, a regional
planning initiative that is partially funded by a Blueprint Grant from the State of California Business,
Transportation and Housing Agency. The program is directed through the JPC, includes local governments,
with regional objectives, wor1<.ing in a voluntary and incentive-based approach: The two halves of the .
program are a focus on priority development areas and priority conservation areas, balancing strategic
development and conservation. Redwood City is a member of ABAG and has applied for priority
development area status for our Downtown.

~~I~

11-26-07

Signature of Council Member

Date

.
The Administrative Code requires reports of conferences or meetings for whIch a council member requests per diem or expense reimbursement
Reports must be submitted to the City Clerk of no later than the Wednesday of the week before the next City Council meeting.
