<br /> <br />December 10, 2007 <br /> <br />Subject <br />Amendment to the Agreement for Animal Control Services between the City of Redwood City and the <br />County of San Mateo. <br /> <br />Recommendation <br />By motion, extend the current contract agreement with the County of San Mateo for the provision of <br />animal control services through June 30, 2011. <br /> <br />Background <br />For over fifty years the County of San Mateo has contracted with the Peninsula Humane Society (PHS) <br />for shelter and animal control services to all cities and the unincorporated areas of the County. The <br />twenty cities of the County have historically contracted with the County for animal control services. The <br />current service agreement was previously approved by City Council and is in effect through June 30, <br />2008. A copy of the service agreement is on file with the City Clerk. The Cities, County of San Mateo, <br />and Peninsula Humane Society wish to extend the current agreement for animal control services <br />through June 30, 2011. <br /> <br />Alternatives <br />Currently there is no alternative available to the City. Redwood City staff previously explored the use <br />of alternative service providers prior to entering into the original service contract. It was determined <br />that the use of these alternative service providers would not be cost effective to the City. <br /> <br />Fiscal Impact <br />The cost for each city's share is determined by the County and is based upon a service cost formula. <br />The County will annually calculate a percentage breakdown, based upon a report provided to the <br />County by the Peninsula Humane Society. The percentage distribution for each city for a given year <br />will be based on an average of service costs over the three calendar years prior to the year in question. <br />Redwood City's percentage share of the agreement varies somewhat each year as service volumes <br />from multiple years are averaged.
