<br />REPORT <br /> <br />6.28 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />City Council Member Barbara Pierce <br /> <br />December 10, 2007 <br /> <br />SUBJECT <br />Resolution approving the appointment of City Clerk <br /> <br />ReCOMMENDATION <br />By resolution appoint Silvia Vonderlinden as the City Clerk ofthe City of RedWood City and <br />authorize the Mayor to execute an employment agreement with Silvia Vanderlinden for the <br />position. <br /> <br />BACKGROUND <br />In June 2007, the current City Clerk, Patricia Howe, announced her intentions to retire in <br />November 2007. The City Council directed the Human Resources Department to begin a <br />recruitment process for a new City Clerk. <br /> <br />During the recruitment process, the entire City Council interviewed candidates. The <br />comments received from this process were uniformly positive about Ms. Vanderlinden's <br />knowledge, skills, background, experiences and integrity. The City Council directed staff to <br />conduct reference checks and obtain background information regarding Ms. Vanderlinden's <br />education and experience. After successfulfy completing the background process, a <br />subcommittee of the Council comprised of Mayor Foust and Council Members Ira and <br />Pierce began negotiating a job offer with Ms. Vonderlinden. That process has been <br />completed and the terms and conditions of the job offer are included in the attached <br />employment agreement. If approved by Council, Mayor Foust will execute the agreement <br />on the City's behalf. <br /> <br />The principle features of the Employment Agreement are: <br /> <br />Ms. Vanderlinden will start working for the City as City Clerk on December 27, 2007. <br /> <br />Ms. Vonderlinden's base rate of pay will be $3,889.60 per biweekly pay period which <br />equates to $8,427.47 per month. This salary is derived from a salary survey recently <br />prepared for the subcommittee. The starting salary is competitive with other cities in the <br />Bay Area. <br /> <br />Ms. Vonderlinden will be offered the standard benefits offered to other executive <br />management employees which is attached to the employment agreement as Appendix A. <br />This salary is competitive with similarly sized cities in the South Bay Area. <br />
