The findings are: <br /> 1) The property endangers the life, health, property, and safety af the pubiic. <br /> 2) The property is a continuing nuisance which evidences continued trespassingl <br /> and unsafe uses of the structure by transients, and <br /> 3) The structure contains asbestos and lead based paint which may pose health <br /> problems anc! shou{d be abated. <br /> The Ayency has requ�sted�he Bay Area Air Quality Managem�nt DistriLt Campliance ard <br /> Enforcement Division to issue a demolition permit upon praof of Asbestos and Lead Based <br /> Paint survey and removal priar to or as part of the demafition process. This ailows <br /> demolition to occur whife the Phase ! report is being completed and this will expedite the <br /> remaval of this neighborhood hazard. <br /> ALTERNATIVES <br /> 1. Board the building Up and increase patrol to the area. <br /> 2. Do not buy the land. <br /> FISCAL IMPACT <br /> The total cost of acquis[tion is $649,000 plus $2,600 for closing costs and an estimated <br /> $60,000 for demolition and asbestos/lead based paint abatement and disposal. Funds are <br /> budgeted in the Redevelopment Housing Setaside budget under Housing Projects. This <br /> action will not create a fiscal impact. <br /> Conc[usion <br /> Upon approval of authorization to purchase and escrow instructions, escrow witl close <br /> within the month of Decernber.
