Clapper Rail <br /> Potential Impact 8-3: Project construction would result in direct long-term loss <br /> of intertidal wetland along Redwood Creek sufficien# to support incidental foraging by the <br /> California clapper rail, a federal- and state-iisted endangered species. Noise from project <br /> constructian and project disturbance of intertidal habitat could interfere with the abiliijr of the <br /> clapper rails to detect predators. Impacts on clapper rails from noise associated with pile <br /> driving, heavy construction, and earthmoving equipment in particular are potentially significarrt. <br /> These possible effects represent a pofentially signifrcant impact. <br /> Mitigation 8-3: The applicant shall: (1) cvordinate with the USFWS and CDFG <br /> on Cafifornia clapper rail issues; and (2)formulate and implement a Habitat MEtigation and <br /> Monitoring Plan (HMMP} for this patentialfy affected species to the satisfiaction of the t;SFVVS <br /> and CDFG. The HMMP shouid stipulate avoidance of construction operations during the <br /> Cafifornia clapper rail breeding seasan. To determine presence of breeding special-s#atus <br /> species in the project vicinity, USFWS-approved clapper rail surveys shouid be canducted <br /> during the breeding season, priar to construction. If breeding surveys detect clapper rail or <br /> other specia!-status bird species' breeding territories in adjacent wetlands, the US�VUS and <br /> CDFG sha4{ be consulted to determine if the distance of the terrifiory from fhe construction <br /> activiiy is a suitable buffer requiring no further action. If breeding territories are found to be <br /> potentially affected by construction-related noise, all construction activities should be prohibited <br /> within the buffer area as specified by the USFWS and/or CDFG. <br /> The City of Redwood C+ty shall not issue a grading permit for the project until the <br /> California clapper rail issues are resolved to the satisfactian of the USFWS and CDFG. Copies <br /> of written corresp�ndence between USFWS and CDFG and the applicant shall be submitted to <br /> the City prior to issuance of a grading permit. <br /> Findings: Implementation of these measures is feasible and would reduce this <br /> potential impact to a less-than-signi�canf level. <br /> D. Construction Impacts on Other Species <br /> Potentia[ Impact 8-4: Foraging and reproductive activities af wildfife in the <br /> adjacent sensitive habitat areas, including habitat of special-status species, cou[d be disrupted <br /> by projecf construction activity and noise. Noise impacts resulting from dredging, pile driving, <br /> and other co�struc#ion activities could disrupt reproductive s�ccess if conducted during the <br /> breading and nesting seasons of the following protected species: California clapper rai1, <br /> Caiifornia least tern, Western snowy plover, California biack raif, northern harrier, sho�t-eared <br /> owl, saftmarsh common yeilowthroat, and Aiameda song sparrow. These possible effec#s <br /> represent a potentially signrficant impact. <br /> Mitigation 8-4: The applicant shall: (1) coordinate with the USFWS and CDFG <br /> on noise issues related to special-status species in the adjacent sensitive habitats; and <br /> {2) formulate and implement an associated Habitat Mifigation and Manitoring Plan (HMMP) for <br /> these potentially affected species to the satisfaction of the USFWS and CDFG. The HMMP <br /> shall stipulate avoidance of construction operatians during special-s#atus species' breeding <br /> seasan. To determine the presence of breeding special-status species in the project vicinity, <br /> US�WS and CDFG approved special-status species surveys shall be canducted dur�g the <br /> breeding season, prior to construction.
